Ganpat – Are yaar did you hear about the Belgaum vision 2040 ?

Prasad- Vision 2040 – is this a new movie?

Ganpat – Not a Movie yaar, it is vision document made by the Corporation and elected representative who made a development plan of Rs.4750 crores.

Prasad- 4750 crore, wow that means it is a lot of money.

Ganpat- yes it is a lot of money and it will be spent by different govt departments on the development of Belgaum

Prasad- oh development of Belgaum or self development

Ganpat – of course the money will be spent on development of Belgaum. All departments like HESCOM, water supply dept.,PWD, forest, APMC etc etc

Prasad – ohhh that should be nice, but Ganpat 2040 kisne dekha hai. I am sure I wont see it.

Ganpat- hahah Thats why I am telling you dont eat gutkha you can live till 2040 then.

Prasad- Gutkha se kya hota hai. But practically who has seen 2040 and the persons who have made the plan will they be alive to execute the same.

Ganpat – No Prasad, you are not getting my point; this is plan like 5 year plan this is a plan until 2040 keeping in mind the cities population then. What all a city will need.

Prasad- Ohh that way. God knows what new things will be invented then. But I guess how does one come on a figure of say 4750 crores. What is the guarantee the plan will be completed in that amount? Here the roads which had to complete in two months have taken more than 7 months see Phule road; only hoardings what about actual work.

Ganpat- Yes what you say is true but one needs to plan you see

Prasad- yes plan no then. Make a plan but dont make financial outlays or projections for a vision document of 2040. Who knows what the value of the rupee be then against the Dollar. Will dollar exist then is also a question. So to me this is all hypothetical.

Gnapat – Hypo!! what do you say man.

Prasad- Boss what we need is a plan. A plan which will say we need Solid waste management and then these things can be done in that category. We need to solve power problem – so we need utilize unconventional sources of energy. We need development but it should be sustainable.

Ganpat- oh these are big words.

Prasad- yes they are but see if we want to develop a city it should be developed in a systematic and sustainable manner. See the traffic menace at the railway gates. We need over bridges and this is a necessity now, so imagine what will happen in 2040. today the population of city is say approx 7 lakhs so by 2040 what will be the size can u imagine at the current growth in 2040 population can be around 35 lakhs +. How will one commute.

Ganpat- hey this is all crap. What 35 lakhs,

Prasad- Now see at this. You are planning for 2040 so one has to plan accordingly. Or for that matter plan in stages. Like 2010- 2015- 2020 … so on.

Ganpat- Are you are speaking like those Belgaum next guys. Sitting in Effa and planing one cannot do anything great on ground.

Prasad- hahah Belgaum next guys. Why not those guys are doing a wonderful job trying to put together

a plan where they are planning only. They will act as a peer group and a pressure group and only make plans which are sustainable for a city like Belgaum. And they arent getting any amount in the middle of development

Ganpat – Oh bull shit man!

Prasad – You are acting funny. You ask anyone today in Belgaum and they say Belgaum needs development. But what it needs is never told. We need amusement parks, we need green parks, energy parks, we need a good solid waste management system, use of different and natural sources of water, we need industries which are eco friendly and also generate employment, we need infrastructure development.

Ganpat- Baap re !!!!these are big words and all said and nothing done.

Prasad- ohh Ganpat, I pity on you. See if we dont plan now we will be no where in 2020 forget 2040. and main thing is public participation in these kind of projects. If people are aware of what they need for sustainable development, then the peoples voice will be heard by the govt. for sure.

Prasad- Oh haan yaar “Vazle ke Bara”, 2040 ho ya 2020 hum ko kya farak padta hai. Hum thode hi jeenewale hain, ye le gutkha kha, daru ki smell jayege aur Biwi nahi maregi. Chal kal phir 20-40 karenge....
